The DocUp task was originally added, in bug 1382729, as a tier 3 task and has remained tier 3 since. It seems to run reliably, and I imagine we would want to notice if it failed - can it run as tier 2?

Run DocUp as tier 2 rather than tier 3, to make the task visible by default
and get the benefit of at least some sheriffing.
