Steps to reproduce:
Setup Sync with all of your devices.
Actual results:
My password and library were synced (including "tabs" in a deep sub-menu).
Expected results:
I would expect my actual tabs to sync (if I open or close a tab on any device, it should do the same on all other devices), since tabs are one of the main features that warrant syncing.

Thanks for the feedback! I'm adding Alex (Product Manager for FxA and Sync) to ensure it gets some visibility.
Changing synced-tabs to work in the way you describe (as a kind of "make sure all devices are always showing the same set of tabs" feature) would be a substantial undertaking and I don't think we're likely to tackle it anytime soon. But it will be good feedback to take into account for future work in this area.

I have voted for the new feature of "make sure all devices are always showing the same set of tabs" option because I miss it too. I have been searching for this option on the web and have found many users are confused because they turn on tab syncing and the tabs aren't available on the other computer. Sure, there is always the explanation that the tabs are stored as "bookmarks" somewhere deep in the menu, but it's not really tab syncing the way some people expect it.
I have also not found any plugins that would do that, so I don't know if it's too much work or if users don't need that functionality.
