This is an exact duplicate of bug 1523058. We didn't implement headers as we believe users won't have any issues with understanding the page, and this won't impact usability at all. If the thinking about this has changed, you may want to ask for confirmation to Markus in bug 1533856 so he can update the mockup, but this will definitely imply additional work for localizers, which can probably be easily avoided.
We're also now considering to split the "add" portion into a separate table element in bug 1533858, and adding headers only to the first table might not be consistent, requiring a re-think of the design work that has already been made.
