The empty caches.sqlite file size is reported in the Storage column of the Manage Cookies and Site Data dialog. This causes users to think that clearing cookies is not working (even though 0 cookies are listed). Removing or avoiding recreation of an empty caches.sqlite database would be desirable to reduce alarmed postings on SuMo.
