If a user sets an exception to cookies and site data exceptions by:

  1. Navigate to preferences
  2. Move to Privacy and Security
  3. Click "Manage Permissions" below "Cookies and Site Data" header.
  4. Entering a preference

and the user is logged into Firefox Sync, that preference should be synced to other copies of Firefox.
