Details
We currently see Flash falling back to Windowed mode for approximately 3-4% of instantiations. The reason for this is currently unknown, but appears to be triggered internally by Flash under certain hardware / wmode circumstances. Webrender doesn't support this plugin render mode. We need to determine what the side effects are here.

We won't fix this, since we need windowed mode fallback in certain situations with certain graphics backend decisions.
