Enable Bookmarks Toolbar when Importing Bookmarks from Chrome

Steps to reproduce:
In the Library window, used Import Data from Another Browser, Selected Chrome, included Bookmarks.
Actual results:
A new "From Google Chrome" folder was added to the Bookmarks Toolbar, which is visible in the Library window. However, the Bookmarks Toolbar was not automatically enabled, so a new users will not see that the import was successful or understand how to access their imported bookmarks.
Expected results:
When a "From Google Chrome" folder is added to the bar, the bar should be made visible automatically. This would aid in onboarding, and would be consistent with what happens when adding a bookmark to the bar through the new bookmark process.

I believe we are already supposed to do this if the bookmark toolbar has more than N options but maybe that only works on new profiles since for existing profiles we import into a sub-folder… we should probably stop importing into the subfolders in some cases?
