There is currently no way to let a developer create a shortcut and set its description description (Comment:). There needs to be a way to do this via both the native win32 installer and the xpinstall backend. See bug 42604 for information on where this needs to be done.

Seamonkey and Firefox are using a new NSIS based installer. resolving this old bug, please reopen if you still get this with the new installer
