This looks a little weird, we should probably not show both at once.
Should we:
- always show the import notice and not snippets?
- hide the import notice and show the snippet?
- something else?

I think we have the data to support that the importer message is not proving useful and we've seen too many instances where the message is sort of permanently hanging out on peoples screens so I think we should just get rid of it. We're building a messaging system to provide more contextual messages for things like this so we can invest in better types of CFR for importing bookmarks.

I have verified this issue and the import bookmark history message is no longer displayed on Firefox Nightly 68.0a1 (Build ID 20190423221610) on Windows 10 x64, Mac 10.14, and Arch Linux 4.16.6 x64.
