You know the icons in the status bar for launching a new browser window, e-mail
client, etc?

Well when I click on the browser icon (with just one browser window open) it does
what it should -- opens a new browser window.

But if more than one browser windows are already open, then clicking on the broswer
icon just switches between the open browser windows.
