Let's put the string addition for bug 1543077 and a potential analogous change for Cyrillic in a different landing that can land during the 68 soft freeze in case bug 1543077 itself doesn't make it before the soft freeze but we later find a need to uplift bug 1543077 itself to ESR.

Add menu item strings for "Japanese" and "Cyrillic" without anything in
parentheses afterwards. These strings are deliberately not taken into use yet
but are landed in advance of the related functional changes in order to allow
more options for possible uplifts in the future.
