Ctr+Shift+Del doesn't delete cookies, maybe doesn't delete other things either

User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
Firefox/66.04 64bit Windows 7 (also at least in previous 66.03)
Press Ctr+Shift+Del
The options for clear history appear, > tick all options, > choose eg 'Last hour' or 'Everyting' > click 'Clear Now' button.
Actual results:
Nothing?: in 'Options/Privacy & Security/Cookies and Site Data/Manage Data' I see that cookies are still there; if I click the 'Remove all' button in this window, then the cookies are deleted.
(Since the little window 'Clear Recent History' appears etc, I used to think it was working until I saw cokies remained [even after ticking to block all cookies and having closed the pages that set the said cookies).
but
I wonder if Ctr+Shift+Del isn't deleting anything at all besides cookies.
Expected results:
All cleared, including cookies.

Does this reproduce in a clean profile and/or on the latest Firefox Nightly? If so, can you please use mozregression to find a regression range?
