Chrome has a web platform test that checks that while the URL bar is transitioning on or off-screen, visual viewport resize events are fired continuously (if the transition is slow enough).

Our dynamic toolbar implementation doesn't do this, and I don't personally see much webcompat motivation for matching the Chrome behaviour in this case. Certainly, I don't think this test passing should block the release of the Visual Viewport API.
