update or reuse test_proxy-trr-success.js and related changes in moz-http2.js.

this feature is important for the sec-proxy project, hence P2.

I will probably update the test to incorporate bug 1553222 and then duplicate this one to it.

The test is enhanced and converted to a wider in bug 1554190.
