Click on the the button on the top-left which gives you info on the Nightly version, the Windows version, list of addons installed etc.
A panel opens with the info
Scroll that panel
ER: Smooth scroll
AR: Pretty bad scrolling.

Indeed this svg filer filter: url(/91c82be8ce8ec6b298a308d33f81fcfd.svg#menushadow); is causing the whole menu to be rendered as a blob and scrolled syncrhnonously.
