When an element is given a scrollbar using overflow:auto and you click onto the
element to give it focus, and then use the arrow keys to try to scroll the
element, it doesn't scroll.
Reproducible: Always
Steps to Reproduce:
1. Click on scrolled div
2. Press the down key
Actual Results: No scrolling occurs.
Expected Results: Scrolling should occur.
