Steps to reproduce:

  1. Run firefox nightly (69.0a1)
  2. Toggle another application into fullscreen
  3. Exit another application's fullscreen
  4. Firefox didn't re-render after exiting fullscreen, previous application artifacts are visible.

Notes:
Arch Linux x86_64
i3 and xorg

Actual results:

Firefox didn't render again after exiting fullscreen. Instead artifacts of previous applications were visible in firefox window. Firefox correctly renders again when I focus it. Firefox 66.0.5 doesn't have this issue.

I had the gfx.webrender.all enabled, but me enabling or disabling it doesn't seem to have any effect on the issue.

If you set gfx.webrender.force-disabled and restart do you still see this?

No, setting gfx.webredner.force-disabled to true fixed this.
