"Download file" context menu not working properly

When right-clicking in the debugger editor and choosing "Download file", I get two files created: a ".js.part" file and a file of the correct name.
- The .js.part file has the full contents
- The properly named file has no content
Additionally, I see the "download in progress" line in the dock browser icon.

@davidwalsh I only seem to get one file, the correctly named one with no content.
