The plan is to migrate jsreftests
from the current, slow android-em-4.3 platform to the much faster android-hw-8-0-arm7 platform.

Edwin, I thought we intended to turn off jsreftests and jittests on Android devices and instead rely on the ARM64 Windows laptops for our ARM64 testing?

Sorry. I missed that this bug was about testing arm7 builds on the (aarch64) p2 devices. Bug 1553302 comment 7 clarifies that we will disable aarch64 jittests and jsreftests on p2 devices but enable arm7 jittests and jsreftests. So this bug is all good!

Patch accomplishes the following items:
~~run windows10-aarch64 SM(p) on integration branches~~
~~turn off android-hw aarch64 jittest~~
turn on android-hw arm7 jittest
turn on android-hw arm7 jsreftest
turn off android-em jsreftests (4.3 and 7.0)
