Steps to reproduce:
In menu / Options / Privacy and Security / Cookies and Site Data
option "Delete cookies and site data when Firefox is closed" is selected.
Also in menu / Options / Privacy and Security / Cookies and Site Data / Manage permissions...
Exception for website is added with status Allow.
Now open that site in another tab.
In menu / Options / Privacy and Security / Cookies and Site Data / Manage Data...
saved cookies for that site are present.
Now restart Firefox.
Actual results:
All cookies are deleted.
In menu / Options / Privacy and Security / Cookies and Site Data / Manage Data...
previously present cookies now missing.
Expected results:
Cookies for sites that have configured exception allow should survive browser restart.
I think that this was working correctly up to version 66 and defect was introduced with version 67.

This looks like an exact duplicate of bug 1515913 and that regression occurred in Firefox 65.
