Steps to reproduce:

Firefox has tabs above URL bar. When using it in full screen mode in MacOS, its very common to accidentally move the mouse too much upwards which brings down the global menu. This happens occasionally when changing tabs. Take a look at the attachments

Actual results:

The global menu covers up the whole tab UI making it impossible to change tabs. I need to move the mouse away and then change tab.

Expected results:

Chrome shifts the entire tab UI along with URL bar down. The tab UI doesn't get covered by the global menu and its possible to change tabs. Another elegant solution could be moving the tab UI below the URL bar.

Hi, I was able to reproduce this issue on my machine(Mac) in Firefox Release 67, Firefox Beta 68.0b9, Nightly 69.0a1.
