- Focus a Top Site context menu button and press "Enter".
- Press the "Down" arrow and observe the behavior.
[Expected results]:
- The first context menu option is highlighted.
[Actual results]:
- The page is scrolled downwards.
[Notes]:
- The issue is also reproducible on all card types.

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (69.0a1 Build ID - 20190630214222) installed, on Windows 10 x64, Arch Linux and Mac 10.14.5. Now you can scroll through the context menu using the arrow keys without pressing the "Tab" key first.

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (70.0a1 Build ID - 20190721215935) installed, on Windows 10 x64, Arch Linux and Mac 10.14.5. Now you can navigate through the context menu using the arrow keys, without pressing the "Tab" key first.
