Steps to reproduce:

restart with addons disabled

navigate to https://www.alumniweb.ox.ac.uk/jesus/file/Content_01_28_WEB-compressed-2.pdf
I am on 67.0.2, macos 10.14.5, macbook pro, late 2016 model. Iris Graphics 540 1536 MB
Actual results:
there is just a white screen displayed
Expected results:
chrome displays a multi-page document
firefox should also display document

I've managed to reproduce the issue on the latest version of Firefox (v67.0.4) using macOS 10.14.5. The issue is also reproducible on the latest Nightly version (69.0a1). The first step is not necessary, the issue occurs also with the addons enabled.
Please note that the file is downloaded when the link is accessed instead of being displayed.

The http response headers have: content-disposition: filename="Content_01_28_WEB-compressed-2.pdf", so it's expected the file will download. I agree that it would be nice to still preview the file, but there's a bug for that already.
