If you have the personal toolbar displayed and you refresh Firefox, it goes away.

This results in people believing they lost their bookmarks.

We should maintain this state for the personal toolbar and the menubar.

This should have a sign-off from product or UX before anybody starts working on it...

Reset/Refresh bugs belong in Migration. Bug 1415692 should have kinda fixed this if you have > 3 bookmarks on the toolbar.
