Steps to reproduce:
Disable all address bar suggestions in Privacy & Security in Preferences. Open at least one tab navigated to a webpage. Then, in another tab, erase the contents of the address bar and type a space.
Actual results:
It suggests a list of your open tabs.
Expected results:
It should not suggest any open tabs.

good news, this doesn't reproduce with the Quantum bar, so it's fixed in 68.
