ESR Uplift Approval Request

  • If this is not a sec:{high,crit} bug, please state case for ESR consideration: We'd like to run tests for the MinGW build on ESR68. This is required for that
  • User impact if declined: We could introduce regressions in the MinGW build (that Tor uses) that won't be detected until Tor produces an Alpha build and runs it.
