New (topright corner) pseudo-main menu inaccessible by keyboard

Steps to reproduce:

Pressing lot of normal shortcuts...

(PC, Win7)

Actual results:

Nothing leads to reach new pseudo-main menu (copied from Chrome, at top right corner) by keyboard.
Position controller (like mouse or touchpad) is demanded to open main menu.

Topright corner menu (three lines) is opened when using keyboard. No access to menu without mouse/touchpad/...

It is possible to reach main normal menu (top) by F10 or Alt, it works;
it is also possible to reach page actions by Ctrl+L and Tab;
but no way how to open from-Chrome-copied menu at topright.
It is possible to skip there after Ctrl+L, but it demands about 20 pressing of key, what is too many for one of two main menus, which is starting to be main since some funcionalities are not in old main top menu.

Expected results:

Using some shortcut new toprightcorner Chrome-like menu should be opened.
By one press of some shortcut combination,
not by 20 presses of tab/right-arrow after Ctrl+L.
