policy-DisableFeedbackCommands = Disable commands to send feedback from the Help menu (Submit Feedback and Report Deceptive Site).
This appears unused and Thunderbird doesn't have those menu items. It should be removed

IIRC, I copied across any string associated with a policy that might be implemented in Thunderbird 68, just in case we did implement it. (This was shortly before going to beta, and I wanted to avoid needing string changes.)
There are no plans to implement this stuff. You can remove this string, and possibly some of the others.

For the record, Thunderbird does have the menu item but it has hidden="true"
at the moment.
