While investigating bug 1556811, I noticed that the update server decides whether a url/whats-new-page is shown. But the update server isn't involved when someone manually installs/upgrades firefox on top of a previous version -- aka "paveover."
This means these users (who might not have used Firefox recently or didn't realize Firefox was installed) might not be seeing a welcome/first-run experience nor a whats-new experience.

Just noting that plain setting startup.homepage_override_url
to a webpage is probably not desired as the web content needs to be localized. Although we could point to something like about:welcome… maybe if it showed something different for those already logged in.

The meta keyword is there, the bug doesn't depend on other bugs and there is no activity for 12 months.
:tspurway, maybe it's time to close this bug?
