Steps to reproduce:
Open https://mullvad.net, scroll up and down repeatedly. Try with WebRender both on and off.
OS: Windows 10 x64
CPU: Intel Core i5-3210M
GPU: Intel HD 4000/NVIDIA GeForce GT 640M
(the results are more or less the same when using either of them, though the problem is more apparent when using the Intel GPU)
Actual results:
Scrolling performance seems considerably worse when WebRender is enabled, and the average framerate is in fact lower. See the attached screenshot.
Expected results:
The webpage should be rendered at 60 fps.

Can you get a screenshot with gfx.webrender.debug.profiler turned on?
I believe it's already attached to the issue. Naturally, the same profiler doesn't show up when WebRender is off, so the "Gecko" screenshot might not be as informative.

Ah right. I missed that. GPU times look ok. I suspect this might be a blob image.
