Steps to reproduce:

The attached file contains a simple multi-level list structure.

Granted, I understand that this format of nested lists is non-conformant, so you may decide to close this bug without fixing. But it is the format output by Microsoft OneNote when exporting a page. And for what it's worth, IE, Edge, and Chrome all output the intended numbering.

Actual results:

The automatic numbering of the top-level list is not consecutive, but depends on the last value of the sublists.

Expected results:

The numbering of the top-level list should be consecutive, regardless of any nested lists.
