Steps to reproduce:

Open about:addons and click a more-options-button.

Actual results:

the menu isn't on the top. I uploaded a screenshot.

Expected results:

Show on the top.

In my host machine Win10, 69 stable and 70b3 developer edition have this issue.
I did some test just now.
Install latest nightly, works.
Install 69 stable in my Win7 VM, works.
Use "refresh firefox" for developer edition. It fixed this issue and I can no longer reproduce this on developer edition.
But my daily used 69 stable still has this issue. I can only tell restarting system won't fix.

So maybe there is a issue during update.
If you developer consider this isn't worthy too much, it's OK to close.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
