STR:
in about:logins, click the Create New Login button
before typing anything in the password input, click the Reveal button

ER:
The eye should change to the reveal state with no prompt

AR:
The master password prompt is shown before the password field will change to plaintext

This was fixed by bug 1579512.

I have verified this issue on the latest Nightly 71.0a1 (2019-09-15) (64-bit) on Windows 10, MacOS 10.14 and Ubuntu 16.04 x64.
- The Master Password prompt is no longer shown when revealing blank password in the "Create New Login" form.

I have verified this issue on the Firefox Beta 70.0b8 (Build ID: 20190919164641) (64-bit) on Windows 10, MacOS 10.14 and Ubuntu 18.04 x64.
