Details |
The blue border-bottom is 2px - 1px more than the unselected state - which causes the text to jump up. One solution is to compensate the extra pixel in the padding-bottom.

Marking this as verified fixed on the latest Fx71.0a1 in Windows 10, macOS 10.13 and Ubuntu 18.04. The text no longer jumps when selecting the certificate button.
