[Prerequisites]:
- Have a new Firefox profile.
- Have no saved logins.
[Steps to reproduce]:
- Open the Firefox browser with the profile from prerequisites.
- Navigate to "about:logins" page.
- Click on the “Create New Login” button.
- Press the “Tab” key until the “Login List” is focused.
- Press the “Tab” key a few times and observe the behavior.
[Expected result]:
- The next elements from the page get focused.
[Actual result]:
- The focus remains blocked on the "Login List".

I have verified this issue on the latest Nightly 71.0a1 (Build ID: 20190918100042) (64-bit) on Windows 10, MacOS 10.14 and Ubuntu 16.04 x64.
- All elements can be focused when using the "Tab" key to navigate if the "Create New Login" mode is displayed and no logins were saved before.

I have verified this issue on the Firefox Beta 70.0b9 (Build ID: 20190923154733) (64-bit) on Windows 7, MacOS 10.14 and Arch 4.14.
- All elements can be focused when using the "Tab" key to navigate if the "Create New Login" mode is displayed and no logins were saved before.
