For 70, we are targeting shipping WebRender for Windows 10 Desktop machines with Intel Graphics cards and low-res screens (<= 1920x1200) . We would like to do a gradual rollout of this population

Feature is off by default at mainline release go-live/launch.
Turn on feature at 25% update Monday post go-live.
Push to 50% 3 days later, Thursday
Push to 100% a week later IF there are no blocking issues.

Note: we will need to land bug 1580926 in order to do this
