All of the mailnews prefs dialogs are missing some kind of mnemonics. Patch coming up.
This is most likely bit rotted. I'll attach a more up to date patch.

OK using nov22 commercial trunk: win98, linux rh8. Marking this bug verified, two outstanding issues: bug 68841 (can't see mnemonic underline for some control types) and bug 154248 (conflict for character coding and Help)
