I see the possibility of a leak here as we currently have no way to remove a watchpoint after the scopes panel is emptied (when resuming).

Summarizing progress, we have 4 blocking bugs. 3 are server related
- refreshing while paused
- closing and re-opening devtools
- watchpoints affect expanding objects
- RTL affects the oritientation
