We could ask neqo, or necko (we could implement this in necko or neqo) if there is place for more stream before adding a transaction to a session. In current implementation if there is no more space the transaction will be queued inside Htt3Session. If we have this info we will not add the transaction to Http3Session and the transaction may be dispatch on a active http2 connection for example.
