This is follow up bug of https://bugzilla.mozilla.org/show_bug.cgi?id=1581912 , to decide if we want to continue holdback study for extended triplets in 71.

In 71, we would like to conclude holdback study for extended triplets and have 100% of users seeing extended triplets. For this to take into effect, we should change "control" value inside EXPERIMENT_RATIOS_FOR_EXTENDED_TRIPLETS to 100 and "holdback" value to 0

This issue is resolved in nightly and being uplifted to 71 with https://bugzilla.mozilla.org/show_bug.cgi?id=1593652
