Chimera currently doesn't show any focus in frames (frameset frames) if you
click between them with the mouse (it does when tabbing).
This is really bad, because certain operations, e.g. Save, affect the focussed
frame. Save might save a single frame, or even the top frameset document,
depending on where you've clicked since loading the page, but there is
absolutely no feedback indicating what will get saved. This is really bad.
We need to have a way to control how frame focus is displayed.

Simon, I think we've discussed this before, and it's intended behavior. The
idea is that always showing focus rings on frames interferes with sites that try
to use borderless frames to create a seamless look.

another suggestion: if this were to be implemented, i'd think that the the focus
ring (whether accessed via mouseclick or keyboard nav) should disappear once the
user starts scrolling / navigating through the frame.
in the bug that bryner refers to in comment 3 (which i'm not having luck
finding), there were some amusing and interesting suggestions: iirc, allowing a
delayed fade of the focus ring...
