This can be removed once we no longer use any XUL element as root element (eg. <window>, <dialog>, etc.).

nsRootBoxFrame can go away along with this as well. It's the parent frame of the document element's frame. See https://searchfox.org/mozilla-central/rev/652014ca1183c56bc5f04daf01af180d4e50a91c/layout/base/nsCSSFrameConstructor.cpp#2498
