Steps to reproduce:

I enabled DNS over HTTPS with Cloudflare as the provider, and attempted to access https://archive.is/, https://archive.fo/ and https://archive.today/

Actual results:

Each of the pages only loaded after 75 seconds had elapsed; this is almost certainly because Cloudflare's DNS service does not work with those domains due to the operator having misconfigured their nameservers (see https://community.cloudflare.com/t/18227/8)

Expected results:

Firefox should have recognized that the DNS request was not working and fallen back to the operating system DNS much sooner (e.g. within 5–10 seconds)
