Actual results:
Hovering over the new search icon doesn't do anything in contrast to hovering over the other icons.
I do not know, though, whether this is a desired behaviour of the new design.
However, if you remove the megabar collapsed state as suggested in bug 1589826, putting the darker box around it when hovering does not make much sense. Maybe increasing the contrast of the magnifying glass (from grey to black) would do the trick.
