Maybe related or a duplicate of bug 1515253 or bug 1484782.
See attached screenshot. (Black rectangles added.) I sometimes see various glitches after resuming from suspend-to-ram but it’s random. This one is particularly fancy. Some interactions like resizing the sidebar (presumably anything that causes a full repaint) make the glitches disappear immediately.
This is in Firefox 70.0.1 on Linux 5.3.10, with an external monitor on a X1 Extreme gen1 laptop with two GPUs: Intel (Xorg drivers version 2.99.917+893+gbff5eca4) and nVidia (official drivers version 435.21-17). All of the laptop’s video outputs are wired to the nVidia GPU. (The external monitor doesn’t get any signal if nvidia drivers are not installed.).

This one is particularly fancy.
More common is that (still on resume from suspend-to-ram) text is simply missing, but only for the title of only some tabs. (In TreeStyleTabs’ sidebar.)
