Can't create a shortcut if the title contains 0x5c
in Shift_JIS.

The shortcut is created with invalid name(WinXP) or
rejected with error message(Win98).

With the Mac version Firefox, a shortcut name is created not by Japanese but by URL.
By the test case, it is created the following name.
    bugzilla.mozilla.org/

In Camino, all the characters of a shortcut name are created in an inaccurate
character.
A shortcut name is as follows.
   ドレミファソ
The name to expect is "�h���~�t�E#64;�\".
