Bug 1598569 - Add ability to pass in remote settings url for searchconfig tests

Details

When shipping new configurations, we need to verify that we are still passing the searchconfigs tests.

We should work out a way of doing this such that we can have the tests on the server, and in-tree.

We need to keep running them in-tree to ensure that other changes don't cause breakage as well, e.g. to the search service itself.
