After revision D51910, *Scope::createWithData is amenable to sharing across a subset of the subtypes of Scope.

This bug is about investigating how we can write a templated function that allows sharing. In scope is potentially changing other subclasses createWithData calls make the template more broadly applicable.

Turns out these don't collapse nearly as nicely as hoped so resolving invalid.
