Steps to reproduce:

  1. Open 5-6 tabs in normal mode.
  2. Open private windows (ctrl+shift+p)
  3. open any website in private windows
  4. now close normal window
  5. now close private window also
  6. open firefox again normally
  7. you can see all previously opened tabs disappeared.

Actual results:

Opened tab disappeared after restart firefox, and private windows opened.

Expected results:

Previous opened tabs should be opened which was previously opened in normal window.

Well, I can see this happening indeed and it's because on Windows, closing the last window of an application is effectively shutting it down. I think that, with some work, we could make Session Restore ignore the state as you described.
Resources on our team(s) are thin, however, so I'm unsure if this will get done soon. :-(

Hello! I have tried to reproduce the issue using fx 93.0a1(08-31-2021) but unfortunately I was unable to reproduce it. I will change the severity to a lower one. If the issue is still a high priority please feel free to change the severity to an appropriate state.

Shouldn't this fall under bug 1330633 rather than bug 1330638?
Also, this sounds like a duplicate of bug 933679 or bug 1554974.
