Probably good to double check on the RC that webrender gets enabled/disabled as expected.

I have verified that the WebRender is disabled by default on laptop with Nvidia graphics card with a resolution lower than 1980x1200 on Win10 64bit and Fx72.0-build 4 with 1980x1080 resolution. I can't verify that WebRender gets enabled on laptops with higher resolution than the one mentioned due to lack of hardware with this specific configuration. Also when using the following pref gfx.webrender.all.qualified=true
in about:config WebRender still stays disabled.
